Solana Validator Governance System

Solana Validator Governance System is an open-source Solana application combining on-chain governance programs, a proposal-monitoring web interface, command-line tools and an NCN verifier service. SVM Governance supports stake-weighted proposal voting, while NCN Governance uses equal-weight operator votes to establish a canonical stake snapshot.

Understand the project

Practical overview

When it fits

Use the SVM track for stake-weighted proposal governance and the NCN track when whitelisted operators need to establish a canonical stake snapshot. The web interface is for monitoring; CLI tools and on-chain programs support governance operations.

Who it is for

  • Solana validators and stakers participating in protocol governance.
  • Whitelisted operators handling NCN stake snapshots and operator voting.
  • Governance participants who need to monitor proposals and voting outcomes.

Documented uses

  • Create and vote on on-chain governance proposals.
  • Monitor active proposals, voting status and results.
  • Override a validator’s vote with delegated stake in the SVM track.
  • Have whitelisted operators agree on a canonical stake-snapshot Merkle root.
  • Serve and verify stake-snapshot proofs.

Requirements & limits

The project is available as a public GitHub repository under the Apache-2.0 license.

  • SVM voting power is stake-weighted, and delegators can override their validator’s vote using their own stake.
  • NCN operators have equal voting weight; its consensus threshold is based on the percentage of operators, not stake.
  • The NCN track establishes the canonical stake snapshot that SVM Governance can use for weighted proposal votes.
  • The repository documents separate web, CLI, on-chain program and verifier-service components.

Check current requirements in the official documentation. Source-based guidance does not mean OpenViST has run or independently tested this project.

Source-based practical guide

Find the validator or staker voting guide

Navigate from the project README to the role-specific governance instructions.

Before you start

  • Access to the project README.

Steps

  1. Open the project README.

  2. Choose the Validator Guide to find validator voting instructions, or the Staker Guide to find staker voting instructions.

  3. Follow the selected guide for its role-specific workflow.

Expected outcome

You reach the project documentation for the selected validator or staker workflow.

Guide limitations

  • The README links to the guides but does not include their detailed voting steps.

Choose a governance track and its reference documentation

Locate the appropriate CLI or verifier documentation for an NCN or SVM Governance task.

Before you start

  • Access to the project README.

Steps

  1. Open the project README and review its two tracks: SVM Governance and NCN Governance.

  2. For SVM CLI operations, follow the svmgov CLI Reference; for NCN operator CLI usage, follow the NCN CLI Reference.

  3. For the NCN verifier, open the Verifier Service README.

Expected outcome

You reach the documentation corresponding to the selected CLI or verifier component.

Guide limitations

  • The README identifies these references but does not provide their operational commands or setup steps.
