Add Anchor Test to a GitHub Actions workflow
Configure a workflow to run Anchor project tests on pushes, with optional version and Cargo feature settings.

- A GitHub Actions workflow.
Steps
Add a workflow job that runs on ubuntu-22.04 and checks out the repository with actions/checkout@v3.
Add metadaoproject/anchor-test@v2.3 as a step in the job.
